Tighter Budgets and Rising Scrutiny of Screen Time Are Reshaping Classrooms

Educators are being asked to do more with less, and the schools adapting best are not necessarily the ones buying more technology. Increasingly, they are the ones finding practical tools that get students out of their seats, deepen learning across curriculum standards, and reintroduce creativity into classrooms that have become increasingly digitized over the last decade.

Walk into a typical American elementary school today and count how often a child touches a screen between 8 a.m. and dismissal. Teachers who have attempted the exercise are often surprised by the total. Morning meeting on a smartboard. Math centers on tablets. Literacy apps during reading block. Streaming timers for transitions. Brain breaks pulled from YouTube. By the end of the school day, many six-year-olds have interacted with glass more often than paper.
For years, districts viewed this trajectory as inevitable progress. Federal relief funding made one-to-one device programs affordable, the pandemic normalized digital instruction, and many schools operated under the assumption that more technology naturally translated to stronger learning outcomes.
That confidence has started to erode.
In January, the American Academy of Pediatrics released updated screen-time guidance built on a review of hundreds of peer-reviewed studies. Notably, the organization moved away from the longstanding “limit the minutes” framework and instead emphasized what screens are displacing in a child’s day. If digital tools are replacing conversation, movement, hands-on problem solving, imaginative play, or peer interaction, the equation changes considerably.
Districts are responding accordingly. In November, Los Angeles Unified School District voted unanimously to ban devices for students in first grade and below, require grade-specific screen policies, and audit existing edtech contracts. The decision followed sustained pressure from parent groups concerned about the unintended consequences of mandatory device programs, including reports of students accessing YouTube and video games on school-issued devices during instructional time.
The pressure extends beyond parent advocacy. On May 21, Meta settled the bellwether case in litigation involving more than 1,200 U.S. school districts suing Meta, TikTok, Snap, and YouTube over youth mental health harms tied to platform design. The case, brought by Breathitt County Schools in Kentucky, sought funding for a long-term student mental health initiative tied to rising behavioral and emotional challenges districts increasingly associate with excessive digital engagement.
None of this suggests schools are abandoning technology altogether. Devices remain essential for standardized testing, administrative systems, and certain instructional functions. However, the unquestioned assumption that increasing screen exposure inherently improves education has weakened considerably.
At the same time, districts are facing a second reality: the money is tightening.
The federal ESSER program that delivered roughly $190 billion to K–12 districts during and after the pandemic has ended. Districts were required to obligate final funds by late 2024 and spend them shortly thereafter. McKinsey projections released last fall warned of continued declines in state K–12 appropriations, with recessionary scenarios potentially producing tens of billions in shortfalls nationwide.
Meanwhile, the cost of nearly everything schools purchase has increased. Tariffs imposed in 2025 drove up prices on imported goods ranging from transportation equipment to classroom materials. School bus manufacturers reportedly added thousands of dollars in surcharges per vehicle, while paper products, Chromebook components, and cafeteria supplies all experienced upward pricing pressure.
The result is not simply tighter budgets. It is a fundamental change in how districts evaluate spending.
Recurring software licenses that once felt manageable under federal relief funding are receiving far greater scrutiny. Curriculum directors are increasingly being asked not only whether a product works, but whether it continues delivering value years later. Per-seat subscription models, annual renewals, and constantly expanding software stacks have become more difficult to justify in an environment where every line item is being examined.

That shift has fundamentally changed what schools are actually looking for.
District leaders are increasingly prioritizing tools that reduce screen exposure instead of adding to it, require no recurring subscriptions, and work across multiple classrooms, grade levels, and subject areas. More importantly, they are looking for solutions that genuinely improve engagement, because educators understand something policymakers occasionally overlook: engaged students learn more deeply, retain information longer, and generally perform better academically.
Most educators did not enter the profession to manage dashboards and software renewals. They entered because they wanted to shape how children experience learning and help students develop curiosity, confidence, and independence. Many also recognize that asking eight-year-olds to remain seated in front of screens for much of the day runs directly against how children naturally regulate attention, movement, and cognition.
Teachers are simultaneously expected to improve test scores, manage increasingly complex behavioral dynamics, differentiate for neurodiverse learners, and maintain orderly classrooms under mounting pressure. Unsurprisingly, many are searching for approaches that restore movement, interaction, and tangible learning experiences without sacrificing academic rigor.
That environment helps explain why products like Superspace are beginning to gain traction in K–6 classrooms.

School counselors have also begun using the materials differently. Rather than demanding verbal processing immediately from dysregulated students, some counselors use building tasks as a regulation tool. Instead of requiring multiple isolated intervention tools, the same materials support a broad range of sensory, motor, academic, and social goals simultaneously.
The broader appeal, however, may be financial as much as instructional.
Most schools already recognize the economics of educational software. A single subscription platform serving a 400-student elementary school can cost thousands or even tens of thousands of dollars annually. Most buildings license several simultaneously. Over a five-year period, cumulative software costs can become substantial, particularly when many programs overlap in function or contribute further to concerns surrounding student screen exposure.
Traditional manipulative companies solve a different problem but introduce limitations of their own. Concept-specific kits often serve only small groups, require continual replacement, and rarely scale cleanly across classrooms. Pieces disappear, materials wear out, and teachers frequently supplement missing supplies with personal spending.

The emerging shift appears to be moving in the opposite direction: toward embodied learning, collaborative movement, tactile interaction, and tools durable enough to survive both shrinking budgets and changing instructional priorities.
The science supporting that shift is growing stronger. Research surrounding embodied cognition continues to demonstrate links between movement, working memory, regulation, and retention. Teachers have intuitively understood versions of this reality for decades. Children often learn better when their bodies participate in the process.
And while districts understandably focus on academic outcomes, many educators would argue the larger benefit is cultural. Classrooms become louder in productive ways. Students collaborate more naturally. Reluctant learners participate more willingly. Teachers regain opportunities for improvisation and creativity that heavily digitized instruction often suppresses.
Importantly, the schools likely to benefit most may not be the wealthiest ones. Well-funded districts often adopt new tools first because they can absorb experimentation more easily. Yet durable, shared, non-subscription-based systems arguably matter most in Title I schools, rural districts, and budget-constrained buildings where every recurring expense compounds pressure over time.
Someone will inevitably become the first administrator in their region willing to move away from the assumption that innovation must always involve more software and more screens. The schools that make that shift successfully may ultimately discover that the most forward-looking classroom models feel, in some ways, surprisingly old-fashioned: students standing, moving, collaborating, building, debating, and learning together in real space again.
The question facing districts now is whether they are prepared to follow that shift — or continue investing primarily in the systems many educators are increasingly trying to reduce.
